If you pay anyone for help with an immigration application, IRCC says that person must be an authorized representative: a consultant in good standing with the CICC, a lawyer or paralegal who is a member of a provincial or territorial law society, or a Québec notary. Before paying, check that the person is authorized and get a written contract; a consultant’s status can be checked on the CICC public register (register.college-ic.ca).

Sean G McKinsley
Sean’s practice centres on Economic Class immigration: business and entrepreneur routes, provincial nominee programs and skilled-worker strategy. He also advises on family sponsorship.
Before immigration practice, Sean worked in public policy and business. He served as Chief Operating Officer of an Alberta law firm, ran the public opinion research branch of JMCK Polling, and from 1996 to 2000 was Executive Assistant to two Members of Parliament. Earlier, he was Executive Director of the Alberta Taxpayers Association. He holds a B.A. in Political Science from the University of Calgary (1996) and an Immigration Practitioner Diploma (2017).

What does it mean that Sean G McKinsley and Kimberly J White work as co-counsel?
Sean and Kimberly are two regulated professionals who collaborate on matters. Working as co-counsel lets them discuss a file, review each other’s analysis and share strategic insight, while keeping clear responsibility for your engagement. Neither works under, or is subordinate to, the other. Each keeps their own College ID, practice and professional obligations. Your written agreement states who is responsible for your matter, and if you later sign a Retainer/Service Agreement, it states who is your representative of record.
Will both consultants attend every consultation?
Not necessarily. There is a single booking path, and Sean G McKinsley, RCIC, our senior practitioner, conducts your first video consultation. Because Sean and Kimberly work as co-counsel, both of them may review your matter before or after the call, so you get the benefit of two regulated professionals without paying for two meetings. If your matter goes further, your Retainer/Service Agreement will say who works on it and who is your representative of record.
